In a speech in Tehran, Mahmoud Ahmadinejad said Monday the veto rights giving those nations more power than other council members are used to "suppress and destroy the nature of the human being."
Besides the U.S., the other permanent members are Britain, France, Russia and China.
Russia and China have so far been reluctant to support new sanctions to punish Iran for failing to halt part of its nuclear program that could be used to build weapons.
The U.S. and some of its allies suspect Iran wants a weapons capability. Iran denies that and says it only wants nuclear energy.
